1. Mr Lam Pin Woon, Chief Executive Officer, Health Promotion Board (HPB) has been awarded the Singapore Human Resource Institute (SHRI)'s Leading CEO Award for supporting, championing and endorsing effective and innovative HR practices in the organisation to address employee and organisational needs.
2. Mr Lam will be receiving the Leading CEO Award on Friday, 2 July, 2010 at the Singapore HR Awards Presentation Gala 2010, at the Grand Hyatt Singapore.
3. Under Mr Lam's leadership, HPB had shown significant improvement in its Employee Engagement Survey in 2009. Areas such as Leadership/Climate and Learning & Development categories, which were previously identified as gaps in its Employee Engagement Survey in 2004 have significantly improved to become key strengths in 2009. HPB had also outperformed significantly in 3 categories, namely, Job Growth, Learning and Development and Leadership/Climate, when it was benchmarked against the Public Sector Employee Engagement Survey Norm in 2009.
4. HPB has also garnered numerous organisational excellence achievements, including obtaining certification for Singapore Quality Class; and People Developer Standard; and winning SHRI Awards in Leading HR Practices in Learning & Human Capital Development and Leading HR Practices in Health & Employee Wellness.
5. Mr Lam adopts an open door policy in his management style and takes an active interest in his team. This includes daily walk-abouts and tea sessions with employees to get pulses on issues that matter to them. Mr Lam is also a strong advocate of the importance of placing the right people in the organization to build a successful organisation and team. He is personally involved in the approval of hire decisions for the graduate positions, including interviews for Head of Department positions.
6. Mr Lam also strongly advocates a learning culture in HPB. All Heads of Department in HPB are given Jim Collin's Good to Great as a must read to internalise the learning points. He has just directed that a sequel to the first book Good to Great and the Social Sector be given to the Heads of Department from July 2010 to sustain the learning momentum.
7. Under Mr Lam s leadership, HPB has introduced numerous innovative projects and initiatives that closely support the corporate focus areas and strategies. These include the development of Student Health Assessment Programme (SHAPE) and Integrated Dental Electronic Assessment for Students (IDEAS), which allow the seamless transfer of student data from schools to HPB HQ for better management of students health status. Both the computer systems have received accolades locally and internationally.
8. HPB has drawn on Mr Lam's private sector marketing experience and exploited new marketing channels to promote healthy behaviours among Singaporeans. HPB was the first government agency to utilise new media, such as podcasts, to creatively reach out to tech-savvy Singaporeans. HPB's dental services designed a toothbrush just for children, which won the Best PS 21 Project award in 2009.
